Bounty #1: Message Security Program Empty Bounty #1: Message Security Program

Hi Guys,  I have a bounty.  Cool

1. What you want done.
I have a message that I want to keep a secret accept between me and the other person who has the same program. I have some text (up to 500 characters). I'd like to have a program that generates something (text, binary, any other Non-Ascii) which is unreadable...accept to someone who runs the same program to decrypt it. I'm leaving how to accomplish this open ended, but if it just swaps one letter with another letter...it's probably not going to be very secure. It would be nice to see someone leverage ASCII to HEX or Binary. Can be simple or complex as long as it works.

2. Time Frame.
     Flexible/Negotiable

3. Who do you think should do it?
Open to any level programmer, multiple submissions will be accepted.

4. Any Specific things you want included in the thing you want coded?
If it written in Java, I'd like it compiled into a single JAR & preferably Java 7+ (v8 is acceptable)
If not Java. Whatever language it is, it needs to be a single executable. That means no additional dependencies for me to install, the program has to handle all of that itself (other than the language , of course).

5. Information on how to contact you with progress or completion with your idea.
reply to this post, or email me.

6. Reward?
The one with the best algorithm (mathematically), in reference to security of the encoded message will win.
I will bring a snack of your choice (within reason) for everyone, during a meeting. Upon delivery.

Hint:
If you're a good mathematician, this would help make it more challenging.
